Why do Midgets and Rookies haft to start first (go onto the track first)?

This won't in involve many people but why do midgets and rookies haft to go onto the track first? A good few weeks ago at Lithgow we wen't out not knowing 1/2 the track won't technically UNDRIVEABLE!
